TORONTO, March 30 (Reuters) - Toronto's main stock index rallied broadly higher on Wednesday morning, led up by commodity shares and surging shares of Valeant Pharmaceuticals International (VRX.TO: Quote), which made a takeover bid for Cephalon Inc CEPH.O.
