TORONTO (Reuters) - Canadian Finance Minister Jim Flaherty said on Thursday the federal government will not lay off public employees as part of its fiscal restraint program.

In an economic update, the government said the economy will contract 1 percent in the fourth quarter and 0.4 percent in the first quarter of next year before returning to growth, putting Canada in a recession.
