Wall Street was set to open lower on Tuesday as the outlook for U.S. interest rates remained cloudy and oil hovered near one-month lows: Dow Jones industrial average futures were down 0.66 percent at 17,526, S&P 500 futures were down 0.79 percent at 2,041.25 and Nasdaq 100 futures were down 0.70 percent at 4,468.75.
